Scope / General

The VCRF (effective from 24th March 2021) sets out Ofqual’s regulatory requirements for awarding organisations offering vocational and technical qualifications affected by the coronavirus (COVID-19) pandemic. Awarding organisations, such as Open Awards, must also continue to comply with Ofqual’s General Conditions of Recognition and all relevant Regulatory Documents.

All learners who are due to take assessments towards unit or qualification results between 1st August 2020 and 31st August 2021. If centres have learners that are not due to complete their qualification until after 31st August 2021, but are still expected to be assessed during this period, the same adaptations should be utilised. This includes assessments due to be completed in 2020/2021 and used towards a qualification continuing into the next academic year.  

The VCRF applies to all Ofqual-regulated vocational and technical qualifications (VTQs). Due to the wide variety of VTQs available, Open Awards qualifications have been categorised into one of the following:

Category A qualifications: offer a licence to practise and/or confirm occupational competence. Assessments will continue where they are critical to demonstrate occupational or professional competence, proficiency or act as a licence to practise, and can be delivered in line with public health measures. Where the assessment cannot take place safely, it will be delayed.  These qualifications will not be eligible for Teacher Assessed Grades (TAG).

Category B qualifications: are those which are important for progression to further or higher study or into employment, where the issue of results should be prioritised. Learners taking Category B qualifications may be eligible for alternative arrangements under the new framework, which could include a Teacher Assessed Grade (TAG). Results may be awarded for these qualifications where not all assessments have taken place as a direct result of the disruption caused by the pandemic.

Yes legacy functional skills qualifications will be extended to the end of December 2020.

The last date for assessment will be 31s October 2020 to reflect this.

However, learners registered to legacy qualifications will be given an estimated grade in Summer 2020. Assessments after Summer 2020 will therefore only be applicable for learners whose centres are unable to participate in the calculation of a grade or those who require a resit.
